Hi,
I need a pdf reader that make be able to put annotation/comment. Many
sites proposed Okular but in the cons they said:

"Okular is a KDE program, which means GNOME users will have to download
lots of dependencies to run it, which will take up a good amount of
space (not to mention it'll look a bit out of pace with their other
programs)."

So what do you use for that?

I use z*athura* but it lacks annotation. I use calibre to store all my PDF
but lack the need for markup in that format. Perhaps not helpful but I
find most of the full feature apps like you are looking for require the KDE
or gnome libs. In the big scheme of things modern notebook desktops even
with ssd have enough room for the added bloat but like you mention it will
not fit your theme and look out of place (respect). Minimalist desktop
has some sacrifice at times
